Biography/Profile

Bryon M. Tunnell was born on October 14, 1925 in Tyler, Texas. He was educated in Tyler public schools and attended Tyler Junior College. Following military service in World War II in the Naval Air Corps, Tunnell attended Baylor University. He received his law degree from Baylor in 1952. He returned to his hometown of Tyler, where he served as an assistant district attorney before entering private practice. In 1959, Bob Bullock, future Texas Comptroller and Lieutenant Governor, joined the practice. The two developed a close friendship over the next forty years. They shared a passion for public service to their native Texas and in 1999, Tunnell delivered one of the two eulogies at Bullock's funeral.

In the 1950s, Tunnell turned his eye toward politics and served as a member in the Texas House of Representatives from 1956 to 1965. In the Texas House, Tunnell was selected by his peers to serve as Speaker of the House from 1963-1965. Tunnell was expected to be elected to a second term as Speaker in 1965, but to the surprise of many, was appointed to the Railroad Commission. Subsequently, he was elected to two more terms on the Railroad Commission. Tunnell's tenure on the Railroad Commission coincided with the energy crisis of the early 1970s.

On September 15, 1973, Tunnell resigned from Railroad Commission and became a vice-president and lobbyist for Tenneco, Inc., a Houston-based oil and gas company. Tunnell returned to public service again in the mid 1990s, when Governor George W. Bush appointed Tunnell to the State Conservatorship Board. There he was tapped to overhaul the struggling Texas Commission on Alcohol and Drug Abuse.

Tunnell died of cancer at his home in Lake Palestine on March 7, 2000.


Scope and Content

The Byron Tunnell Papers begin in the early 1950s to his death in 2000. Materials in the collection are derived from his years of public service, primarily as a state representative in the Texas House of Representatives, where he served as Speaker, and later as Texas Railroad Commissioner. Additional materials pertaining to his personal endeavors, namely as the Vice President of Tenneco, Inc., are housed in this collection. Material is divided into two major series, Personal Papers and Public Papers.

Personal Papers are arranged topically and include awards and certificates, biographical material, campaigns, memberships, events and Tunnell’s position as both a lobbyist and a lawyer. Items from Tunnell’s friend and former law partner, the late Lt. Governor Bob Bullock are located here. Campaign materials are arranged by date and include Tunnell’s races for the Texas House of Representatives beginning in 1956 through 1964 and for Railroad Commission in 1966 through 1972. Event files document the various conferences, conventions, and social engagements throughout Tunnell’s career. Also present are over 100 speeches prepared and arranged by Tunnell himself. Speech

No. 1 begins in 1961 and continues through No. 184 in 1999, when Tunnell

provided the eulogy at Lt. Governor Bullock’s funeral. Also of interest are the documents related to Tunnell’s legal practice. This includes material from his Supreme Court appearance in Hawkins v. United States in 1958 and both the Alfaro and George Green cases in the late 1990s. A collection of photographs are found in Personal Papers and span 6 photograph notebooks. Images include family, events, and document five decades worth of hunting and fishing expeditions.

Public Papers document Tunnell’s career in public service and is arranged by the office. This includes Tunnell’s service in the Texas House of Representatives (1957-1965)and as Railroad Commissioner (1965-1973) as well as appointments to the Employee Retirement System (1991-1995) and to the State Conservatorship Board(1995). As a member of the Texas House of Representatives, Tunnell was selected by his fellow legislators to be Speaker of the House from 1963 to 1965. Material here documents the committee appointment process and the issue of apportionment in the state legislature. Items related specifically to the duties of the Speakership are separate from other Texas House of Representatives material.


Arrangement

The Byron Tunnell Papers were organized prior to this finding aid, but with no inventory of the entire collection or finding aid. Many of the existing folder titles were kept.
Currently, the papers are arranged in two major series: I. Personal Papers and II. Public Papers.

The Personal series covers Tunnell’s life apart from public office and is arranged by topic. Awards and Certificates contain honors and accolades from various political and civic groups. The Biographical subseries has material related to Tunnell’s hometown of Tyler, Texas, his education, family, and recreational activities such as golf and hunting. Bob Bullock captures Tunnell’s friendship with the famous politician, and Campaigns documents Tunnell’s campaigns for public office in 1956, 1958, 1960, and 1964. Additionally, this series contains articles and publications from various conferences, conventions, and events, including pieces written by Tunnell, news clippings and newsletters, and other personal memorabilia and photographs. Speeches were personally organized and indexed by Tunnell. Other topics include materials on the Supreme Court, materials from Tunnell’s tenure as a lobbyist at Tenneco, and travel memorabilia.
