Abstract: In 1985, the Mayor's Task Force on Child Care recommended to the Austin City Council that it establish a Child Care Commission. A week later, via city ordinance, the City Council established the Child Care Commission to "make recommendations to the City Council of plans for the creation, development, and implementation of programs for quality child care . . . ." In 1991, the City Council changed the name of the commission to the Child Care Council, and in 2009, the City Council replaced the Child Care Council with the Early Childhood Council. The collection is primarily made up of the meeting minutes, agendas, annual reports, and major accomplishments of the Child Care Commission and Child Care Council.

Administrative History

Boards and commissions are an established feature of Austin's municipal government. State, federal, and charter provisions establish several of the city's boards and commissions, but most result from the passage of ordinances. Boards and commissions address a multitude of topics, including planning, zoning, transportation, parks, libraries, and the airport. The influence and value of boards and commissions is significant because, by offering citizens an opportunity to participate in the city's governmental process, they lend a more diverse viewpoint for the city council to consider. In 1985, the Mayor's Task Force on Child Care recommended to the Austin City Council that it establish a Child Care Commission. A week later, via city ordinance, the City Council established the Child Care Commission to "make recommendations to the City Council of plans for the creation, development, and implementation of programs for quality child care . . . ." In 1991, the City Council changed the name of the commission to the Child Care Council. In 2009, the city council replaced the Child Care Council with the Early Childhood Council. This council, which is currently governed under section 2-1-123 of the city code, has multiple duties, including making recommendations to the city council for "the creation, development, and implementation of programs that promote optimal development for young children" and "programs and activities that contribute to the continued development of a system of high-quality early care and education and after-school programs for Austin's children."

Scope and Contents

The collection is comprised of four series. The first series, Administrative Records (1985-2008), contains meeting minutes, agendas, annual reports, and major accomplishments of the commission and council. The second series, Task Forces, Committees, & Subcommittees (1985-1999), includes materials from the Early Care & Education Task Force. The third series, Assessments & Surveys (1978-1999), includes surveys and survey summaries regarding child care providers. The fourth series, Assorted (1986-2000), includes documents detailing the history of the commission, as well as other materials related to the commission's work.
