(CEACO) was established in the mid-1970s in Austin, Texas to promote self-development, safety, health and self-sufficiency for low income and at-risk children, youth, and adults through basic needs assistance, workforce development support services, health education and youth development programs in Travis County, with a primary focus in East Austin. The collection contains Board of Directors, administrative, marketing, financial, organizational and program records that highlight the activities of the organization from 1994 until its closing in the early 2000s.

Biographical Note

The Central East Austin Community Organization (CEACO) was organized by a group of volunteers in 1973 as an outreach program dedicated to alleviating human suffering and ensuring equal access to all community services for underserved populations in East Austin. In 1975, CEACO became a non-profit community service organization and maintained a strong focus on serving East Austin neighborhoods, the Housing Authority of the City of Austin (HACA) developments, and Austin's African American and Hispanic populations. CEACO's goal was to provide a holistic approach with an emphasis on personal accountability and self-sufficiency through skills development. In 1997, the organization expanded its programing through grant writing and was able to increase the number of staff and expand its programing and offerings. During this time of growth the largest funding source for CEACO was a Welfare to Work grant contract through the Capital Area Workforce Development Board. When the contract ended in August of 2001 CEACO searched for additional funding sources to replace the lost income but was unable to maintain a constant revenue source. The organization disbanded in late 2002 or early 2003 (no documentation exists in the collection about the closing but the Deed of Gift indicates that the organization closed because of lack of funding). Through its twenty-five plus years of existence the organization had several office spaces: 2929 East 12th Street, 1715 East 6th Street, and lastly 2326 East Cesar Chavez.

The programing and activities of CEACO were designed to support the organization's objectives of promoting self-sufficiency and workforce development for people making the transition from welfare to work; preparing at-risk youth for the world of work through innovative programs that grew confidence and self-esteem, promote healthy lifestyles, teach life management skills, and enhance academic performance; providing emergency assistance to low-income families; and establishing collaborative working relationships with social service providers, government agencies, the faith communities and area employers to maximize the holistic approach. CEACO's programs changed depending upon funding and/or need and included: Success for Men Parenting Classes for non-custodial fathers; Basic Needs Food Pantry and Clothing Closet which provided emergency food supplies to those in need and business-style clothing for job interviews; Success Kids, an after school program for children that promoted life management skills, conflict resolution and academics; Ryan White Basic Needs/Minority Health that provided education about HIV/AIDS and a food pantry for HIV positive clients; Mentoring that provided a one-on-one support system for clients trying to achieve self-sufficiency; Success Women that was a special component of Welfare to Work program that provided basic needs, family support, life management skills, and mentoring; and Austin Collaboration for Transitional Services (ACTS) for youth aging out of foster care.

Larger initiatives that CEACO was involved in as the lead agency included the Austin Works Together Project and East Austin Alliance. Austin Works Together Project was a public/private collaboration started in November 1999 with federal Welfare to Work formula grant funds. The Project was a collaborative partnership that grew out of the Austin/Travis County Welfare to Work Coalition. Austin Works Together partners included CEACO (lead agency), Austin Academy, Crime Prevention Institute, the Capital of Texas Workforce Centers, Walgreen's, the City of Austin Housing Authority, Marywood, Goodwill, Crime Prevention Institute, and Communities Together HIV Resource Center. The project helped individuals change their focus from what they lacked to what they have and how to develop their skills to become self-reliant. The Welfare to Work contract ended in August 2001 and the Austin Works Together Project dissolved. After the Austin Works Together Project concluded CEACO organized the East Austin Alliance. This group was created in mid-2001 with a variety of partners to build collaborative relationships between faith-based communities and community-based organization to leverage resources for economic development and social equity programs in East Austin.

Scope and Contents

The Central East Austin Community Organization, Inc. (CEACO) collection contains administrative office files, Board of Directors records, and program records documenting the activities of the final nine years of CEACO's existence. The records are organized into eight series: Board of Directors; Executive Director Office; Administration; Financial Records; Marketing, Publicity and Awards; Programs and Initiatives; Conferences and Other Organizations.

The Board of Directors series (1994-2002) contains a board member manual and handbook, examples of information packets for prospective board members, invitations to join the board and resignation letters and board meeting minutes. The monthly board meeting minutes packets (1994-2002) often include monthly financial statements, periodic audit reports, the Executive Director's report, monthly activity reports from staff, lists of current board members, copies of newsletters, event flyers, board resolutions authorizing the Executive Director to take specific actions, and other reports and documentation of issues or questions that came before the board such as updates to policy and procedures, staffing issues, and grant applications. These records provide a good overview of the successes and struggles of this non-profit agency.

The Executive Director Office series (1997-2002) includes records for two of CEACO's Executive Directors: Ginger Eways and Linda Wakeman. The activities of the two other Executive Directors that were employed at CEACO during the time period represented in this collection, Marie Jones and Faye Harris, are only documented in the Board of Director's meeting minutes from 1994 to 1996. The majority of the records in this series document Ginger Eways' tenure at CEACO and include planning calendars, correspondence, staff communications, staff meeting minutes and strategic planning documents. Eways resigned in November 2001 and the 2002 strategic planning documents, staff meeting minutes and board/staff meeting materials are from Linda Wakeman's tenure as interim and then the official Executive Director.

The Administration series (1997-2002) consists of general office files that document the organization and its policies and procedures, staff and volunteer information, general correspondence and the CEACO office spaces. The Documentation subseries includes bylaws, 501 (3) (c) determination paperwork, and procedure manuals and handbooks concerning new employees, general CEACO policies and procedures, the financial committee, accounting and financial management, case management, fund raising, and an accident prevention plan. Job descriptions, organization charts, volunteer applications and schedules, and volunteer programs make up the Staffing and Volunteers subseries. The Correspondence subseries contains client praise, letters of support for CEACO, CEACO-generated letters of support for other agencies and Linda Wakeman's correspondence from before (she was a CEACO case manager) and after she served as the Executive Director. And lastly there is a small amount of documentation pertaining to the leasing of office space on Cesar Chavez Street.

The Financial Records series (1998-2002) contains materials related to grants received by CEACO, fundraising and a single financial review. The monthly and year-end financial reports are filed with the Board of Directors minutes. The financial review materials are related to an August 2001 special review of financial and management controls requested by the Capital Area Workforce Board because of third party allegations. In addition, there are grant applications, reporting forms, grant extensions as well as a proposed grant schedule. Also included are planning materials for a variety of CEACO fundraising events including the Cotton Club Jazz Benefit, AIDS Walk, Oyster Festival, Harvest for Humanity and the Fall Fiesta.

The Marketing, Publicity and Awards series (1994-2002) includes marketing plans, fact sheets, media packets, press releases and public service announcements. CEACO produced several video recordings at Concordia University including a promotional video titled "Igniting the Human Spirit: Incubating Power for People" and a public access cable show called CEACO Connections that addressed issues such as welfare, basic needs and AIDS/HIV. And lastly, the series includes awards and recognition received by CEACO and newspaper articles about the organization.

The Programs and Initiatives series (1997-2003) documents the programs provided by the organization as well as CEACO's relationships with other government and social service agencies. The General Information and Contracts subseries contains materials originally housed in a large binder that provides an overview of the programing made available in the late 1990s and early 2000s. Also included are the contracts and memorandums of understanding the organization had with other government and social agencies that highlight the expectations, funding and success measures for the CEACO programing. The Youth Programs subseries contains materials related to the funding, activities and schedule of the Success Kids program as well as the Pathfinders program, the Martin Luther King, Jr. Service Day Initiative, the Saturday Math Club and the Summer Enrichment Program. Materials related to the Welfare to Work and Austin Works Together program make up the majority of the Adult Programs and Initiatives subseries. Included are memorandums of understandings with all the Austin Works Together partners; program guidelines and training manuals; progress reports; training intake forms and certificates of completion. In addition to Welfare to Work program records there are materials related to the Access and Visitation program, Austin Collaboration for Transitional Services, African American Women's Empowerment Program, Basic Needs/Food Pantry, HIV/Aids awareness and assistance, Holiday baskets program, the Power for People Project and East Austin Alliance.

The Conferences series (1997-2001) contains flyers, invitations and programs from local conferences focused on community building. And lastly the Other Organizations series (1996-2002) includes booklets and reports from other local social services organizations.
