Abstract: In 1981, the Austin City Council established the Austin Cable Commission "to serve as an advisory commission to the Austin City Council on cable television issues, and to coordinate and promote the use of public access." In 1994, the City Council changed the name of the commission to the Austin Telecommunications Communication, and in 2006, it changed the name of the commission to the Austin Community Technology and Telecommunications Commission. The collection consists of the commission's meetings materials, including agendas, meeting minutes, and backup materials, from 1996 to 2012.

Administrative History

Boards and commissions are an established feature of Austin's municipal government. State, federal, and charter provisions establish several of the city's boards and commissions, but most result from the passage of ordinances. Boards and commissions address a multitude of topics, including planning, zoning, transportation, parks, libraries, and the airport. The influence and value of boards and commissions is significant because, by offering citizens an opportunity to participate in the city's governmental process, they lend a more diverse viewpoint for the city council to consider. In 1981, the Austin City Council established, via city ordinance no. 810806-A, the Austin Cable Commission "to serve as an advisory commission to the Austin City Council on cable television issues, and to coordinate and promote the use of public access." In 1994, via city ordinance no. 19941208-F, the City Council changed the name of the commission to the Austin Telecommunications Communication and stated its purpose was "to create the Austin Telecommunications Commission to serve as an advisory commission to the City Council on telecommunications issues, to promote the use of public access, and to serve as a coordinating body for issues relating to the provision of different telecommunications services." In 2006, via city ordinance 20060608, the City Council changed the name of the commission to the Austin Community Technology and Telecommunications Commission and stated that its purposes was "to advise the city council on telecommunications and community technology issues, to promote technology availability and access in the community, and to serve as a coordinating body for issues relating to the provision of various communication services."

Currently, the commission's website states that, among its duties, it "[a]dvises the city council on community technology, telecommunications services, new sources of funding for access television projects, new sources of funding for community technology projects, allocation of annual financial support and evaluation of the performance of franchise holders, access television contractors, and other community technology contractors, including development of criteria to be used for evaluations" and [p]romotes access to telecommunications services and community technologies."
