Administrative/Biographical History

Clifton Ladd is an environmental consultant whose efforts coordinating research and communication among various public agencies and special-interest groups in Travis County were instrumental in the development and ultimate implementation of the Balcones Canyonlands Conservation Plan (BCCP), an official habitat conservation plan which was drafted in compliance with regulations that ensure private commercial and public infrastructure development is in alignment with federal wildlife management strategies, as articulated in the Federal Endangered Species Act (FESA) of 1973 (U.S.C. 16 ch. 35 §?1531 et seq).

[NB: A similarly-oriented, neighboring entity in northwest Travis County, The Balcones National Wildlife Refuge, is administered wholly by the Department of the Interior and is unaffiliated with the BCCP. The actual habitat protected by the regionally-administered plan is known as the Balcones Canyonlands Preserve, or BCP.]

The Balcones Canyonlands Conservation Plan was the product of events that emerged in the mid-1980s concerning regional wildlife species whose existence was recognized as being in jeopardy due to increasing habitat destruction. Local chapters of environmentalist groups, such as the Nature Conservancy and the Audubon Society, had brought data to the attention of the United States Fish and Wildlife Service (USFWS)-the principal federal agency responsible for FESA enforcement-that indicated that the habitat of the black-capped vireo, a Neotropical songbird which nests principally in the region, was being threatened by commercial land development in northwest Travis County. After a federal ruling in 1987 declared the black-capped vireo an endangered species, within the next two years another songbird, the golden-cheeked warbler, with breeding grounds even more restricted to the region, was also listed as endangered. Within this period, over two dozen "species of concern", chiefly invertebrates, were officially listed.

In order for economic development to continue in accordance with environmental protection legislation, the City of Austin and Travis County officials formally acknowledged the need for a habitat conservation plan. With the protection granted to these species under the ruling 50 CFR Part 17, in accordance with the FESA, Travis County and the City of Austin applied for an incidental take permit. "Take" is defined as any harm directed to a species and its habitat, with "incidental" indicating the unintentional yet likely result of activity in that habitat. The permit serves as a federal recognition of a regional government's effort to minimize harm to an endangered species and its ecosystem, and it licenses private land development and public improvement projects to continue on the basis of this acknowledged effort. Since the implementation of a habitat conservation plan (HCP) is a mandatory part of the permit application process, such a plan was initiated in 1988 to fulfill this requirement.

The first instantiation of this plan, of which Clifton Ladd was involved, was known as the Austin Regional Habitat Conservation Plan (ARHCP). As its chief objective, the ARHCP strove to mitigate negative impact on any species of concern (see list, below) in the designated habitat while enabling the economic development in adjacent areas. During the ARHCP phase, two species of flora were added to the list of fauna: the canyon mock-orange and the bracted twistflower. A year after its initiation, the ARHCP was renamed the Balcones Canyonlands Habitat Conservation Plan (BCHCP). During this stage, a Biological Advisory Team (BAT) was formed. Under the guidance of the USFWS, the BAT provided authoritative information about and conducted research on every federally-listed species within the domain, and would continue to function as an advisory group to the Executive Committee of the BCHCP. In 1991, the Committee chose to eliminate the word 'habitat' and formally re-named the project the Balcones Canyonlands Conservation Plan (BCCP).

In the following years, the BCCP created a Scientific Advisory Committee (SAC). Working under the BCCP's Coordinating Committee, the SAC's task continues to ensure compliance with all conditions of the 30-year permit and to continue to study the complex ecosystem within the preserve. Clifton Ladd served as Assistant Project Manager of the Balcones Canyonlands Conservation Plan (BCCP) from 1989 to 1994, and then as the Travis County Program Manager from 1995 to 1997. Ladd's last phase of involvement with the BCCP was as a member of the Scientific Advisory Committee (SAC) from 1998 to 2008.

In March 1996, after eight years of continuous work, the BCCP submitted its 506-page Final Habitat Conservation Plan and Environmental Impact Statement (EIS). On May 2, 1996, the permit was granted and the Balcones Canyonlands Preserve (BCP) was officially created as a protected habitat system. Located in northwest Travis County, the preserve has since assembled (as of this writing) 92% of its proposed 30,428 acres, and continues to provide a safe habitat for the eight endangered species and twenty seven species of concern listed below.

Scope and Content

This collection documents the activities of Clifton Ladd during the creation of the Balcones Canyonlands Conservation Preserve and his efforts in developing the conservation plan. The material documents the development of the BCCP beginning in 1988 until the permit was granted for the take in 1996, as well as the following five years when Ladd served on the Biological Advisory and the Scientific Advisory Committee. The collection includes wildlife protection studies of species active in the Balcones Canyonlands, as well as research on habitat conservation plans and state parks which preceded development of the BCCP. Documents include printed administrative correspondence; press clippings and releases; elevation maps and transparencies; film negatives; handwritten memoranda; bulletins and agendas; meeting minutes; blueprints; tourist brochures; and rough and final draft copies of the BCCP

The Austin Regional Habitat Conservation Plan (ARHCP) series (1988-1991) provides the initial documentation and planning associated with the BCCP project as a whole. Because of the logistics involved in planning a project of this scope, the arrangement of the documents associated with the ARHCP series reflect management and organizational functions, initial descriptions of the habitat conservation plan, legal aspects of planning, and information regarding executive committee meetings.

The Balcones Canyonlands Habitat Conservation Plan (BCHCP) series (1990-1991) continues from where the ARHCP documentation left off in 1990. Executive committee notes and minutes, biological reports, land acquisition, environmental impact statements, and correspondence speak to the acceleration of the planning stages at this time. The inclusion of documentation outlining environmental impact and project designs provides a balanced picture between economic and land development and an understanding of the environmental issues present within the proposed habitat area.

Documents in the Balcones Canyonlands Conservation Plan (BCCP) series (1990-2013, bulk 1990-1999) date from approximately 1991 to 1996, and contain a variety similar to that found in previous series. These are records of activities which culminate with the receipt of the permit issued by the U.S. Fish and Wildlife Service in 1996. An area of note is the BCCP Scientific Advisory Committee 1998 - 2006 folders which illustrate the long-term effort by the BCCP to monitor the area and the various species living within its boundaries, as designated by the plan and permit.

The Biological Advisory Team/Scientific Advisory Committee (BAT/SAC) series (1989-2012) contains biological research on the various wildlife species which inhabit the region. The SAC served in an advisory capacity to the Executive Committee of the Balcones Canyonlands Preserve. Clifton Ladd served as a member of the SAC for a decade, and every meeting he attended was recorded in meeting minutes and associated documentation. Perhaps it is worth noting that the final meeting Mr. Ladd attended was in 2010, and the entire series contains documents from 1989-2012.

The Maps series (1988-2001) provides visual information that reveal the changes in land acquisition over the span of the project, in terms of acreage, layout, and boundaries.

The Printed Material series (1989-1999) contains a large amount of photocopied newspaper articles, clippings, and press releases which chronicle the developmental process, evidenced in the succession of the project's names. Each press clipping has been dated, and occasional marginalia suggests a practice of tracking media coverage.

The Habitat Conservation Plan Research Materials series (1989-2004, bulk 1989-1993) contains materials concerning Habitat Conservation Plans from other parts of the state and the nation. Also present are papers related to state legislation, as well as Ladd's handwritten notes taken during telephone conversations held during earlier stages of the plan's development.
