Abstract: Formed in 1969, the Northwest Austin Civic Association (NWACA) is a neighborhood association that encompasses multiple subdivisions, including Highland Hills, Shinoak Valley, Cat Mountain, Cat Mountain Villas, Northwest Hills, Meadow Mountain, North Cat Mountain, Lakewood Village, Lakewood Park, Parkhill, and Vista West. Administrative History

Formed in early 1969, the Northwest Austin Civic Association (NWACA) is a neighborhood association that encompasses multiple subdivisions, including Highland Hills, Shinoak Valley, Cat Mountain, Cat Mountain Villas, Northwest Hills, Meadow Mountain, North Cat Mountain, Lakewood Village, Lakewood Park, Parkhill, and Vista West.

The NWACA began with multiple goals. According to its first newsletter, one goal was to present to city officials and real-estate developers residents' cases regarding zoning changes, street lighting, traffic-control and safety measures, recreational and park needs, and other problems affecting area homeowners. It also wanted "to be instrumental in helping to determine the most appropriate development of [the] area community that is the fairest, most feasible and appropriate for all interests concerned." Finally, it hoped to eventually become a political force in the city.

According to the NWACA's website, it currently serves as an advocate on civic concerns and issues such as zoning and planning, fire safety, transportation, crime prevention, prevention and containment of oak wilt and, wildlife control.

Scope and Contents

The collection is composed of two series-administrative records and neighborhood planning and concerns.

The Administrative Records series (1969-1981), which makes up the bulk of the collection, provides a record of NWACA's activities from its inception through the early 1980s. It includes meeting agendas and minutes, correspondence, copies of some of the organization's newsletters, notices of public hearings on proposed zone changes, bylaws, and membership lists. Also included are documents entitled "Goals for Austin" and "Parks in Austin-Past, Presnet [sic], Future," as well as a copy of an open letter, dated August 20, 1970, from NWACA President Julian G. Martin to Roy Butler, the chairman of the Austin School board, regarding school bussing.

The Neighborhood Planning and Concerns series (1969-2006) deals with specific projects and issues with which the NWACA was concerned. Included are a study of the Northwest neighborhood and documentation regarding the organization's concerns over proposed rezoning in the area and over the city's attempt to create a thoroughfare in the neighborhood. Included in this series are newsletters, correspondence, newspaper clippings, maps, and a document entitled "Reflections of a City Planner."
