Administrative History

Jim A. Frederick was first listed in the 1964 Austin City Directory as a real-estate appraiser and consultant. In 1970, Frederick partnered with Tom Gardner, and the business name changed to Frederick - Gardner and Associates. In 1973, Frederick and Gardner were joined by Roane Puett, James H. Frederick, Jr., and Thomas O. Murphey, Jr., and the name was changed to Appraisal Associates of Austin, Inc. Appraisal Associates of Austin was listed in the city directory through 1997, and Jim Fredrick was continuously listed as the president of the firm.

In 1962, the City of Austin delegated responsibility for neighborhood redevelopment to the Urban Renewal Agency of the City of Austin. Jim Frederick was one of the appraisers hired to appraise the properties in the designated urban-renewal areas. The Kealing Urban Renewal Plan, the first project by the agency, was approved in 1964. This project was followed in the late 1960s by the Glen Oaks Project, the Brackenridge Project, and the University East Project.

Scope and Contents

The collection is arranged into two series: I. Individual Property Appraisals; and II. Urban Renewal Agency of the City of Austin Appraisals.

The Individual Property Appraisals series (1953-1972) includes the records of the one-off appraisal jobs completed by Jim Frederick. For the majority of the properties, there is an appraisal report that includes a purpose and date of appraisal; owner and legal description; assessed value and taxes, city data, and analysis; neighborhood description; site description; highest and best-use analysis; method of appraisal; market data approach; final-value conclusion; appraiser's certificate; assumptions and contingent conditions; appraiser's qualifications; location map; photographs and negatives; plot plan; and market data and market-data map. Additionally, the files may contain correspondence and notes. Files for properties that do not have a full appraisal report generally contain a less in-depth appraisal in the form of a valuation analysis, a value opinion letter, or a preliminary appraisal.

The Urban Renewal Agency of the City of Austin series (1963-1974) includes the Brackenridge Urban Renewal Project (No. TEX R-94), the Glen Oaks Project (No. TEX R-70), the Kealing Urban Renewal Project (No. TEX R-20), the University of Texas East (No. TEX R-103) Project, the University of Texas Project J&D, and the University of Texas Projects A, N, F, C, E, L, and North Archway. Most of these project files contain a Basic Data Report that includes the purpose of appraisal; city data; neighborhood data; description of the project; maps of the project area; method of appraisal; appraiser's qualifications; assumptions and limiting conditions; market data (sales data); and market-data map. In addition, there are the appraisals of the individual properties located within the project area; these files include ownership and tax data; description of land; highest and best-use analysis; description of improvements, photographs, and/or negatives; floor plan; valuation analysis; and correlation and final estimate of value. Requests for reappraisal, appraiser notes and calculations, correspondence from the Urban Renewal Agency and the property owner are also among the files.

Photo negatives exist for many of the appraised properties. In some cases, the negatives were attached to the individual property file, and in other cases the negatives were grouped together by project. For preservation reasons, the negatives have been separated from the collection, and if a parcel has a corresponding negative, it has been noted in the Inventory section of the finding aid and on the file folder.

I. Individual Property Appraisals, 1953-1972

Arrangement: The individual appraisals were originally filed in alphabetical order by either the client name, the property name, or the street name, and this order was maintained.
Scope and Contents: Appraisal reports, valuation analyses, value opinion letters, and/or preliminary appraisals for clients other than the Urban Renewal Agency of the City of Austin. Clients include the City of Austin, the Austin Independent School District, and Lo Vaca. Also included are some of the appraisal reports related to the construction of IH 35.
Location Note: Photo negatives have been been separated to the cold vault and are in order by the box number of the appraisal report. Not every parcel has a corresponding negative; the finding aid and parcel folder will indicate whether a negative exists.

II. Urban Renewal Agency of the City of Austin Appraisals, 1963-1974

Arrangement: Each project is arranged with the Basic Data Report first, followed by the individual property appraisals, if such files exist.
Scope and Contents: The appraisal reports provide detailed information that documents the living conditions in Central and East Austin during the 1960s and early 1970s.
Location Note: Photo negatives have been separated to the cold vault and are in order by the box number of the appraisal report. Not every parcel has a corresponding negative; the finding aid and parcel folder will indicate whether a negative exists.
Brackenridge Urban Renewal Project (No. TEX R-94), 1965-1974
Arrangement: The majority of the properties in the Brackenridge Project have two appraisal reports - one set is the final typewritten version that was housed in 3-ring binders with photocopies of the photographs of the houses, and the second set is individual files by parcel number, with handwritten notes of the appraisal calculations and the original photographs and negatives of each of the properties. Because both sets had unique materials, each was retained in the collection but maintained as separate entities. The final versions of the appraisal reports (which are grouped together as they were in the 3-ring binders) are filed first and then followed by the individual files by parcel number.
Scope and Contents: The project comprises the area bounded by IH 35 on the east, San Jacinto on the west, East 10th on the south, and East 19th (Martin Luther King, Jr. Boulevard) on the north. Maps representing the area covered are in the Basic Data Report folder and can be viewed here.

Glen Oaks Project (No. TEX R-70), 1963-1970
Scope and Contents: The neighborhood is bounded on the north by East 12th Street and on the south by Webberville Road. The western boundary is rather vague, but for the purpose of the appraisal, Northwestern and Chestnut Avenues form the western limits. On the east, the neighborhood is bounded by Wayne and Hargrave Streets. Maps representing the area covered are in the Basic Data Report folder and can be viewed here.
Arrangement: Negatives for the Glen Oaks Project are not in parcel order (the photographs were not shot in parcel order) but are sleeved together by the letter designation (for example "A," "B," or "C") in the parcel identifier, and each sleeve is marked with the parcel numbers that are represented in that sleeve. There are two sleeves with mixed letter designations that filed at the end of the grouping. Not every parcel has a corresponding negative; the finding aid and parcel folder will indicate whether a negative exists.
