Abstract: Bascom and Effie Dean Rogan Giles, both from central Texas pioneer families, lived in Austin, Texas where Bascom worked at the General Land Office for thirty-six years, serving as Commissioner for seventeen of those years. The five scrapbooks that make up the collection highlight the lives of Bascom and Effie Dean Giles, including their wedding, birth of their children, the move to a new family farm, Bascom's career in the Texas General Land Office as well as family history.

Biographical Note

James Bascom Giles (known as Bascom Giles) was born September 21, 1900, on a farm near Manor, Travis County, Texas. He was the great-grandson of Samuel Bolivar Giles, who settled in Travis County in the mid-1800s. His parents were Banton White Giles and Leora Norwood and Bascom was one of seven children born to the couple.

Bascom Giles married Effie Dean Rogan in 1921 and the couple had two children, James Bascom Giles, Jr. (b. 1922) and Rogan Banton Giles (b. 1925). The couple settled in Austin Effie Dean was born to Sallie B. and William Rogan in approximately 1902 in Williamson County, Texas. Her father, William Rogan, was from Scotland and her mother's family, the Flinns, were originally from Tennessee but moved to Texas in the 1870s. William Rogan lived with the Giles family in Austin in his later years.

James Bascom Giles was first employed at the General Land Office in 1919 as a draftsman and continued to advance until he resigned in 1938 to run for Commissioner of the General Land Office. He was first elected to the post in 1938, resigned in 1955 and was later convicted in the Veterans' Land Board Scandal and sentenced to six years imprisonment.

Scope and Contents

The five scrapbooks that make up the Bascom and Effie Dean Giles Family Scrapbooks collection span the years highlight the lives of Bascom and Effie Dean Giles, including their wedding, birth of their children, the move to a new family farm, Bascom's career in the Texas General Land Office (GLO) as well as family history. The scrapbooks contain photographs, newspaper clippings, obituaries, certificates, original drawings, correspondence, greeting cards, magazine articles, and event programs and most of the material are well captioned. For preservation purposes the scrapbooks have been disassembled and foldered in original order. Each scrapbooks was photocopied to allow the researcher to understand how the Giles family originally assembled the materials. The photographs and other materials were then sleeved with any caption information recorded on the back of the item.

The first scrapbook spans the years 1921 to 1993 with most of the material dating from the 1920s through the 1940s. Included in the scrapbook are photographs, newspaper clippings, correspondence and other ephemera relating to Bascom's first term as Commissioner of the GLO, Bascom and Effie Dean's wedding and the sale of the Giles property "Garwald Banks". The second scrapbook contains materials dating from approximately 1905 through 1941. Photographs, newspaper clippings, certificates and magazine articles in this scrapbook document the years Bascom worked at the GLO as a draftsman, his campaign for State Land Commissioner, signing of the oath of office to become the Commissioner from his hospital bed, and his early years as Commissioner. Also included in the second scrapbook are baby and childhood photographs of Effie Dean Rogan and Rogan Banton Giles. Materials in scrapbook number three date from 1921-1929 and include additional wedding photographs and memorabilia; photographs and newspaper clippings about the family farm "Garwald Banks" (named after William Rogan's (Effie Dean's father) boyhood home in Scotland); photographs and newspaper clippings about the Physicians and Surgeons Hospital at 17th and Rio Grande in Austin and "Auntie" Barbara Agnes Rogan who was the superintendent of surgical nurses at the hospital; and photographs, memorabilia and correspondence documenting Rogan Banton's birth and early years. The fourth scrapbook contains photographs, obituaries and newspaper clippings documenting the lives of Effie Dean's parents and other generations of the Flinn and Rogan families as well as Effie Dean's childhood in Williamson County and family vacations to Corpus Christi. The materials date from the late 1800s to the late 1960s. And lastly, the fifth scrapbook, is an assortment of many of the photographs and documents included in the other scrapbooks with the addition of photographs and memorabilia documenting the birth of James Bascom Giles, Jr. (Jamie) in 1922.

Custodial History

The scrapbooks were purchased from a dealer that acquired the scrapbooks at an estate sale after Vera Lee Giles, wife of Bascom and Effie Dean Giles' son Rogan, passed away in 2007.

The scrapbooks were purchased in 2011.

Processing Information

The scrapbooks were in poor shape and the photos were coming loose from the pages so preservation steps were taken. Each page was photocopied to preserve the original order of the scrapbook and the photographs were removed and sleeved. All caption information was recorded on the back of the photographs. Newspaper clippings were discarded if the information was adequately preserved in the photocopies.

Finding aid was created and encoded by Molly Hults in 2011.
