Biographical Note

In 1987, the Barton Springs/Edwards Aquifer Conservation District (BSEACD) was created by the 70th Texas legislature and confirmed by the voters of the District in an election of the same year. The District encompasses approximately 250 square miles area with both urban and rural development in parts of Travis, Hays, Bastrop and Caldwell counties. The mission statement is a commitment to provide for the conservation, preservation, recharging and prevention of waste groundwater. Overseeing the District's work is a five member Board of Directors. The general manager is hired by the directors. They set the policies and rules for the district. A Policy Advisory Committee (PAC) is appointed by the Board to recommend various activities and procedures for the District. It has won major city, state, and nationwide environmental awards, and in turn presents annual Conservation awards for conservation efforts within the BSEACD boundaries. Sue Johnson was elected board member for Pct. 5 in 1990, and in 1996 was elected as President of the Board with a term that expired in May of 1998.

Scope and Contents

The Barton Springs/Edwards Aquifer Conservation District Records was created by Sue Johnson while she was an elected member of the Board of Directors of the BSEACD between 1990 and 1998. The administrative files contain the Board of Directors meeting agendas with backup material and minutes, financial and legal material, correspondence and reports. Most of the correspondence is addressed to the board or the manager and copied to each member. Part of the correspondence and the financial material is composed of records gathered for an audit due to charges of improper spending. Most of the legal documents relate to a lawsuit brought against the District by Chand Wije. The reports are concerned with water and land use affecting the District.
