Administrative History

The Human Opportunities Corporation (HOC) was created in 1964 to plan and administer the various Community Action Programs funded by the Johnson administration's War on Poverty. The agency was originally independent of the City government and charged with implementing the programs of the Office of Economic Opportunity. In 1972 the Austin City Council voted to take over the organization and in July of that year they adopted an ordinance creating the Department of Community Action to administer the HOC's programs. Head Start was the most important program administered by HOC.

In 1982 Ira Iscoe, the second president of HOC, organized a reunion for those involved in the Community Action Programs. The reunion was scheduled to take place at the Zilker Park Club House on June 23, 1982.

Scope and Contents

This small collection contains the planning documents and mailing lists used to organize the reunion of the Human Opportunities Board. The mailing lists provide insight into the broad spectrum of individuals involved with the agency, many of whom have gone on to political and/or community activism careers.
