Bruce Todd served as the Mayor of Austin, Texas from 1991-1996. He was born in Abilene, Texas on December 17, 1949, and he grew up in nearby Brackenridge, Texas. Todd first came to Austin in 1968 to attend the University of Texas at Austin in 1968. He graduated with a B.B.A. in accounting in 1973. While attending college, he worked as the Clerk of the Municipal Court from 1968-1972 and as the Clerk of the Court in 1972. In 1974 he became a certified public accountant (CPA). He worked for and was a partner at Mueller, Todd and Company, and he served as a senior consultant at Glass and Company. He also served as a past director if the Texas Society of Certified Accountants and as an executive committee member of the Austin Chapter of Certified Public Accountants.
Todd entered into local politics when he was elected Travis County Commissioner in 1986. He was re-elected to serve a second term, but he left that post to run for mayor in 1991. Bruce Todd was elected mayor in 1991 when he won in a run-off election against Robert Barnstone. While in office, Todd focused his attention on reducing crime in Austin, on opportunities for youth in Austin, on the environment, on the financial situation plaguing Brackenridge Hospital, and on the closure of Mueller Airport and the construction of Austin-Bergstrom International Airport. Within the city of Austin, Todd served as the City of Austin Chair for committees such as the Audit Committee, the Youth at Risk Initiative Subcommittee, and the South Union Gas Rate Request Subcommittee. His national and state activities included: Energy, Environment, and Natural Resources Policy Committee of the National League of Cities, U.S. Conference of Mayors, as the chairperson for the Balcones Canyonlands Conservation Plan, as a board member for the Austin Transportation Study Committee, and as board member for the Capital Metro Local Government Approval Committee.
After his two terms as Mayor, he became part of a consulting group, Todos, aimed to provide full-service public affairs, public relations, economics, governmental relations and informational trade services for a wide range of clients. He remains active in Austin politics, and lobbied for a mandatory bike helmet law in the 2000s.

Correspondence, printed material, creative works, legal and legal style documentation, financial documentation, maps, photographs, and audiovisual materials, created and maintained by Bruce Todd, document his responsibilities as mayor and various projects and issues of importance in Austin from 1991 to 1996. The most documented project in the records is the relocation Austin's airport. The first five series contain materials related to the closure of Robert Mueller Municipal Airport and the relocation of the airport to the site of Bergstrom Air Force Base. The first series contains Mayor Lee Cooke's records on the relocation, letters from citizens, and correspondence with Congressman J.J. "Jake" Pickle. The second series contains three videocassette tapes with Mayor Todd and James F. Boatright, Deputy Assistant Secretary of the Air Force, discussing the relocation of the airport to the Bergstrom site. Another area of interest to Todd was the development and revitalization of various areas of the city. Materials devoted to this subject can be found in the first five series in files pertaining to the Austin Project, Planning and Development, East Austin, Downtown, and Housing and Urban Development. The files for the City Manager, Assistant City Managers, the City Clerk, and the City Council members reveal his relationships and interactions with the other city officials in Austin. In the first two series, memos written by Todd to his staff provide information about the day-to-day workings in the office. As mayor, Bruce Todd communicated with officials at the state and national level, and the bulk of that correspondence is locating in the Intergovernmental files. While the majority of his correspondence was routine, his correspondents included: Texas Governors Ann Richards and George W. Bush, Congressman Phil Gramm, Lieutenant Governor of Texas Bob Bullock, Senator Kay Bailey Hutchinson, President Bill Clinton, and Vice President Al Gore. Series Six contains various honors and certificates Todd received while in office as well as materials like guest books from the Inaugural Ceremonies in 1993 and 1994. Series Seven contains four videocassette tapes that supplement materials contained in the files of the other six series. The tape entitled, "Reaching Out to the Homeless" features City Manager Camille Cates Barnett discussing Austin's plan to help the local homeless population. The "48 Hours" segment concerning the Yogurt Shop murders provides more information on the crime than what is included in the folders on the subject in the third and fourth series. The "All America City" news report complements the letters, memorandum, and press release located in the file of the same name in the first series. "Grito de Independencia, Austin, TX" was sent to Mayor Todd by the Mexican Consul Pedro Pablo Treviño del Bosque. The contents of the tape include the first Fiesta del Grito de Independencia for Dieciséis de Septiembre sponsored in Austin by the Mexican Consul on September 15, 1993 at the Mexican Consul Building.
