Boards and commissions are an established feature of Austin's municipal government. State, federal and Charter provisions establish several of the City's boards and commissions, while most result from the passage of ordinances. Boards and commissions address a multitude of topics including planning, zoning, transportation, parks, libraries and the airport. Their influence and value are significant because they lend a more diverse viewpoint for the City Council to consider, by offering citizens an opportunity to participate in the City's governmental process. Coordinating appointments to City of Austin boards and commissions are overseen by the City of Austin Office of the City Clerk. The City Clerk website is also a clearinghouse for disseminating information about boards and commissions to the public. However, each board and commission has an advising representative from a relevant corresponding city department.
The Community Development Commission advises the council in the development and implementation of programs designed to serve the poor and the community at large with emphasis on federally funded programs. Section 2-1-127 of the City Code. The commission was established under the authority of Ordinance No. 20071129-011 (Chapter 374, Texas Local Government Code).
The Community Development Commission records consist of two series, Minutes and Agendas, 2004-2006 and Subcommittees, 1999-2006. The Minutes and Agendas series contains the records of Community Development Commission meetings from January 2004 through July 2006, including minutes, agendas, reports, correspondence and other supporting materials. The Subcommittees series contains records pertaining to the Housing Subcommittee and the East Austin Community Preservation & Revitalization Zone Subcommittee of the Community Development Commission. The Housing Subcommittee subseries includes textual administrative records from November of 1999 through August of 2000. Also included are audiotapes of the Housing Subcommittee minutes from November 1999 through April of 2004. No written transcripts are available. Additionally there are video tapes of various meetings and events associated with the Housing Subcommittee. The majority of the video tapes are of the Austin Housing Finance Corporation Board meetings from 1998-2007. Also included are the first public hearing on the Consolidated Plan on May 11, 2000, a Planning Commission special meeting called on May 16, 2006 and a Community Land Trust presentation on May 4, 2006. The East Austin Community Preservation & Revitalization Zone Subcommittee subseries contains a small amount of material reflecting two meeting dates.
