Policy for Services to Users with Disabilities
Many libraries on campus are equipped with wheelchair accessible workstations and workstations with screen magnification software. Databases, electronic journals, electronic books and other electronic resources
UT Libraries provide access to many databases, electronic journals, electronic books and other electronic resources created by outside vendors, some of which were not designed with accessibility in mind. Users requiring assistance accessing these electronic resources should contact the Coordinator of Library Services for Users with Disabilities and Assistive Technology.
Assistive technology equipment
Assistive technology equipment is available in the Perry-Castaneda Library (PCL). This equipment includes screen reading software, Braille displays and Braille embossers. For a complete list of assistive technology equipment, see http://www.lib.utexas.edu/services/ assistive/ or contact the Coordinator of Library Services for Users with Disabilities and Assistive Technology.
The equipment in PCL is available to all users who have a need. Priority is given to current UT students. Users can access the room by requesting a key at the combined information and circulation desk in PCL.
SERVICES FOR ACCESSING PRINT MATERIALS
Library staff in each unit are available to retrieve library materials for users who need assistance. Users should ask at the circulation or information desk of the library housing the needed material. Library staff will make every effort to immediately retrieve the needed material. However, if there are a great number of items to be retrieved, advance notice may be required. In addition, if the library is busy and/or there is only one staff member available at the circulation or information desk, library staff may ask the user to come back later to pick up the material.
Assistive technology equipment
Print materials can be magnified, scanned and read, or scanned and translated into Braille using the assistive technology equipment available in PCL. See the "Services for Accessing Electronic Information" section above, or contact the Coordinator of Library Services for Users with Disabilities and Assistive Technology for more information.
Print materials that cannot be made accessible using assistive technology may require the aid of a reader. Students requiring a reader should first contact Services for Students with Disabilities, SSB 4.104, 471-6259. If no reader is available, library staff will read the materials with advance notice. Other library users who require a reader should contact the Coordinator of Library Services for Users with Disabilities and Assistive Technology to make arrangements.
Rare and fragile materials
Rare and fragile materials often cannot withstand use on specialized equipment, and rare materials cannot be removed from the library. Users should arrange access to these materials by contacting the Coordinator of Library Services for Users with Disabilities and Assistive Technology or the librarian in charge of the unit housing the materials.
It is the responsibility of faculty to make course-related audio-visual materials accessible to students with disabilities by arranging for decoding or interpretive services.
UT Libraries normally do not collect closed-captioned audio-visual materials. However, we are committed to doing as much as possible to make these materials accessible. For information or assistance, contact the Coordinator of Library Services for Users with Disabilities and Assistive Technology.
Reference and information services are available in person, on the telephone and via e-mail to all library users in keeping with UT Libraries Policies and Guidelines No. 25, Guidelines for Reference and Information Services.
Extended reference assistance
Units of UT Libraries which provide reference and information services vary in size from a unit with one staff member responsible for all such activities, to a unit with many staff members whose primary responsibility is to provide reference and information services. Availability of extended reference assistance is dependent upon the public services staff and resources of a unit. For this reason, users who need extended reference assistance are encouraged to make an appointment with a reference librarian or the Coordinator of Library Services for Users with Disabilities and Assistive Technology.
Extended reference assistance using assistive technology
Users who require extended reference assistance using assistive technology equipment are encouraged to make an appointment with the Coordinator of Library Services for Users with Disabilities and Assistive Technology.
UT Libraries lend materials in accordance with UT Libraries Policies and Guidelines No. 38, Lending and Use Code.
Proxy Borrower cards
Users with disabilities may acquire a Proxy Borrower card to enable someone else to check out items for them. The user, not the proxy, remains responsible for all items checked out on the card.
Exceptions to circulation policies
In certain cases, exceptions will be made to general circulation policies in order to accommodate the access needs of users with disabilities. Users with disabilities should request these exceptions at the circulation desk of the library housing the needed material. Examples of accommodations may include, but are not limited to:
- allowing users to check out non-circulating or "library use only" material in cases where users require assistive technology to use the material and the technology is not available in that library;
- allowing extended loan periods to users who need additional time with material in order to have it translated into an accessible format.
Fines, fees and replacement costs
All users are responsible for fines, fees and replacement costs for overdue, lost or damaged materials. Fines demonstrated to be accrued as a direct result of a disability may be reduced or dismissed at the discretion of circulation staff in charge of fine resolution in the library in which the fines were assessed.
UT Libraries provide photocopiers for public use in each library building. Users who require assistance with photocopiers should request it from staff at that library.
Copy card vending machines
UT Libraries provides copy card vending machines for public use in many libraries. Users who require assistance using vending machines should ask for assistance from staff at that library.
Library Copier Services
Library Copier Services will make copies for users with disabilities at the self-service price. Contact Library Copier Services, PCL 1.102, 495-4239.
