This second of a two-volume set contains the background papers of a conference held in 2002 at the LBJ School of Public Affairs, in which options and issues
regarding expanding insurance coverage for Texans were presented. The papers offer analysis and statistics on a range of topics, including a demographic profile of
the uninsured in Texas, health care access for immigrants, the impact of Medicaid on access to health care, and expanding health insurance coverage through the
Texas Health Insurance Risk Pool. The book includes 103 tables and figures.

or pay for the solutions. Big Choices: The Future for America’s Families examines a range of federal policy options for increasing access to health insurance to
America’s vulnerable populations. The Book includes presentations, discussion, and articles by more than 30 state and national policymakers and scholars with a
variety of perspectives on the looming health care crisis. Among the topics covered are health insurance tax credits, the expansion of public programs such as
Medicaid and the State Children’s Health Insurance Program, and the establishment of a single-payer national health insurance program.
The Book is based in part on a major policy symposium held in Austin, Texas, in April 2003 under the sponsorship of the LBJ School’s Center for Health and

Big Choices: The Future of Health Insurance for Older Americans examines the issue of Medicare reform. The book includes presentations, discussion, and articles by national policymakers and scholars with a variety of perspectives on health care options for the elderly. The book begins with an overview of Medicare, followed by a discussion of the key challenges facing Medicare and a summary of three major policy approaches for Medicare reform. The book also includes a section on civic dialogue and deliberation and several supplementary reference articles.
