The primary hypothesis under consideration is as follows: The educational background of city managers has a direct impact on which characteristics of the role a city manager views him or herself strongly and weakly. The thesis also analyzes the strengths and weaknesses both groups identify as being the most important for a city manager to exhibit, and determines whether there is a statistically significant difference between the city manager and the mayor sample on any of the responses.
