Increasingly practitioners and policy makers involved in neighborhood revitalization are using asset ownership as a tool to increase social capital and reduce dislocation and gentrification in revitalization projects. This report presents the current revitalization framework in which these asset ownership policies may be incorporated, current policies relating to asset ownership, a description of asset ownership policies in the form of resident ownership mechanisms, and a case study that demonstrates indirect and direct policies currently in use.
