In 1982 Congress passed legislation aimed at permitting the DVA and DOD to share health care resources in order to realize economies and provide improved services. This report examines how local sharing has evolved as policy and practice. Focusing on major federal health care activities in San Antonio, the report describes how local sharing is conducted, several of the issues from the perspectives of the key players, and offers some conclusions as to the importance of local sharing to health care practitioners and customers alike.
