This report explores teacher compensation as an issue, focusing on the experience of the implementation of the Texas teacher career ladder from 1983 to 1993. The purpose of this report is to determine, by considering national research on teacher pay and pay structure in general as well as the career ladder restructuring of compensation in Texas, what teacher pay policies might be the most appropriate for Texas public education now and in the future.
