More than 228,000 Texans volunteered for 33 programs in 18 Texas state agencies in the past year, providing countless services for the State. Only 13 of these programs reported consistently offering liability coverage for their volunteers; the State could herein be exposing itself to great potential risk. This Professional Report summarizes general risk management practices, those currently executed in Texas, and recommends the development of a common volunteer insurance policy for all state agencies administering community initiatives.
