This report reviews the need for additional base closures and political and process issues around the base closure topic. The report reviews the economic impacts to Texas communities affected by base closures during the 1990s and determines that the effects were typically insignificant, and where the effects were measurable they were neither long-term nor severe. This report supports the need for additional base closure rounds to be conducted in a fair and equitable manner. In conducting additional rounds, the federal government should ensure appropriate levels of economic assistance to affected communities to augment beneficial reuse of the properties.
