This report analyzes the motivations and outcomes of assistance programs targeting civil society actors over the last two decades, with a specific focus on programs administered by USAID in the region of Central America. The analysis examines both the historical evolution of the civil society concept as well as current academic debate on the topic. The significance of civil society in relation to issues of economic liberalization, human rights, political inclusion, sustainability, state institution building, and political party development are all given primary consideration.
