Off the Track: Rail Transportation Planning in Texas State Government.

This report evaluates the current state of real transpiration planning functions in Texas state government by comparing its capabilities to those identified as "necessary for success" in studies of rail plain programs in other states. The criteria for this evaluation are based upon strategies identified in previous reports by the LBJ School of Public Affairs, the Council of State Governments, and the National Conference of State Legislatures. Shortcomings of Texas' rail plain structure and rail transportation policy are shown in case studies of three emerging rail transportation issues where state government could plan a crucial role if better organized. Finally, steps for improving the structure of rail planning functions in Texas state government are presented s policy options.
