The balanced scorecard is a tool for communicating strategic goals to workers responsible for acheiving them. In its traditional form, four perspectives are balanced against each other: financial, customer, internal process, and learning and growth. When referring directly to information technology organizations, a fifth perspective, technology, can be added. The scorecard lists goals and measures and records whether the business is reaching them. A scorecard for the Information Systems Department of the City of Austin was drafted using measures predominately from the departmental Business Plan. Recommendations for the usage of this scorecard by the Information Systems Department are also included.
