This report examines the need for systemic reform of public schools in the United States. The hypothesis is that we can not have true democracy with a system of education that fails to sufficiently educate for democracy. Educating for democracy is more than just providing civic education courses and content, though it certainly includes civic education curricula. Educating for democracy means that schools, even individual classrooms, should model democratic values. These values include, but are not limited to, critical thinking, teamwork, equality of opportunity (including no tracking), and activity choice.
