This report examines the racial and ethnic make-up of charter school students and the accountability systems that are used in charter schools. This is done first through an analysis of charter school legislation and then through analysis of student and charter school data. In order to determine the extent to which charter schools are racially and ethnically integrated, charter schools and traditional public schools are compared with the districts in which they are located. Charter school accountability is examined both through an examination of charter school closings and through a study of state-level accountability systems.
