Texas' public school finance system, the Foundation School Program, has come under intense public and legal scrutiny over the past two decades. Despite recent changes to the system, which have resulted in greater fiscal equity between school districts, disparities in educational quality, adequacy, and student performance persist. This report assesses the degree to which these disparities continue to characterize Texas' public school system and examines which types of school funding mechanisms ensure that adequate resources are available to each school district and to each public school, in order to equalize educational opportunities and outcomes.
