This report provides a case study analysis of the employment effects of enterprise zones within the cities of San Antonio and Houston. Specifically, this report attempts to evaluate the types of jobs created for zone residents rather than merely assessing the number of jobs created within the zone. Using a six criteria framework, this report provides an assessment of the jobs created by a specific sample of businesses, and determines that better data collection methodology is necessary for the true evaluation of enterprise zones in Texas.
