This professional report examines IHSS and Public Authority programs in California. The research involved a study of IHSS and Public Authority Directors. The results indicate that Public Authorities appear to be a positive force in home health care, helping consumers, providers, counties, and the State help the system work better. Major improvements that the State should institute include informing all counties about Public Authorities and providing partial funding for Public Authorities and provider salaries. Major county improvements include applying for federal or non-profit grants to defray Public Authority costs and cutting contract costs to offset Public Authority costs.
