Welfare to Work Transportation: Recommendations for Texas

Since overhauling the nationís welfare system in 1996, policy makers nationwide have directed their attention to the role of transportation in helping to move welfare recipients off the welfare roles and into employment. This report takes a critical look at existing information on the role of transportation in unemployment among low-income individuals, as well as existing state and federal programs that provide resources to be used for welfare to work transportation services. This information is then used to develop a set of recommendations to allow Texas to more effectively implement welfare to work transportation strategies. The focus of these recommendations is on the implementation of a coordinated planning process, and on developing an evaluative process to address inadequacies in existing data on welfare to work transportation strategies.
