This report will examine one aspect of the issue of Affirmative Action. I will analyze the Affirmative Action programs of two comparable cities in Texas, specifically Midland and Odessa. After analyzing these programs within each municipal government, I will attempt to gauge the "feel" of the citizens of each city. By conducting a survey in two locations in each city, I will try and determine how the citizens of Midland and Odessa feel in regard to employment opportunities with both the private sector and the respective municipal governments. After that, I will summarize my findings and draw conclusions. I will also offer several recommendations for both Midland and Odessa.
