An Analysis of Welfare-to-Work Coordination in San Antonio

This policy report provides an historical overview of job training and education programs designed for welfare recipients since the 1960s and their effectiveness in moving individuals from welfare to work. It outlines major provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, which is considered one of the most monumental and punitive welfare reform laws in decades. The report then provides an overview of workforce and welfare reform in Texas and how these laws are affecting the delivery of services at the local level, with particular emphasis on San Antonio. A final analysis is provided on welfare-to-work coordination in San Antonio and the delivery of services to welfare recipients as they move off the welfare rolls and into the workplace.
