This report provides an overview of the administration of long-term care in Texas. Starting with a description of the system of long-term care administration and financing in general, it moves to an examination of the expansion of long-term care programs and services in Texas, and the subsequent fragmentation of services among state agencies. The long-term care programs of five Texas state agencies are described, as well as a current legislative proposal in Texas to consolidate long-term care service delivery and administration into a single, independent state agency. The report concludes with a discussion of integration and coordination of health and human services, and an exploration of the intended and unintended consequences of program consolidation with recommendations concerning the feasibility of long-term care consolidation in Texas.
