Serious policy, management, and political issues are arising from the use of technology to provide government services. This Professional Report (PR) describes why public administrators need an understanding of how technology affects government goals and programs. It is intended to serve as an introduction to how to think about technology when in a public management or decision-making position. Technology issues cut across all levels of government, from state and local to national and international, although Texas state government is used as the primary focus for analysis. Interviews were conducted with thirteen Texas state agency executives and senior managers to gather their views on how technology affected their organization. The experiences of these managers provided the information for the basis of this report.
