The idea of choice in the education of young people is one that has existed for many decades. The charter school movement has developed as one response to the search for alternative methods of public schooling in this country.
This study examines the charter school movement, specifically as it has played a role in education in Texas. Additionally, the study analyzes the results of an independent evaluation of charter schools in Texas. This analysis concludes that charter schools have had a positive impact on low-income students and the communities in which they reside. The charter school movement provides a framework for studying issues involving the education of low-income students and encourages further development of such alternative schooling methods.
