This report is an examination of the mental health managed care systems implemented under Medicaid waivers in several states, including Texas. It analyzes the structure for delivery of services, the types of financial arrangements made between state and local governments, and the effects of these arrangements on the outcomes of mental health service consumers and on the providers of those services. Information gleaned from this analysis is used to make recommendations regarding current reform efforts in the Texas mental health system.
