This report takes an historic approach to the oil industries of Argentina and Mexico, and analyzes policies and incidents that have influenced the most recent transformations of their respective petroleum sectors. It also compares the experiences of both countries in their attempts to privatize their national petroelum enterprises, reduce government involvement, and attract capital. Constitutional and legal issues, motivations for the support of government ownership, and the extent of corporatism in each country are areas analyzed for comparison.
