The Clinton Tuition Tax Deduction Proposal vs. The Solomon Tuition Tax Credit Bill: A Political Economic Discussion

This report discusses the economic and political issues involved in the debate over tuition tax preferences. The central questions asked are, what are the policy implications of deductions as opposed to credits?, and why is this debate taking place now? The answers that emerge suggest that while credits may be more equitable than deductions, both are costly and not especially effective in fulfilling their stated goals. Furthermore, the real battle in this matter is not so much about tax preferences as it is about control of the domestic political agenda.
