Exploring Ethnic Fraud: An Analysis of Verification Policies for American Indians in Higher Education

The determination of who is an Indian will constantly plague American society until tribal governments are honored, respected and allowed to continue acting as sovereign nations. This report addresses who is an Indian for the purposes of higher education, and confronts the issue of ethnic fraud.

Institutions of higher education are currently usurping tribal authority by continuing self-identification processes. This report analyzes who is an Indian, tribal sovereignty, verification policies and gives recommendations for addressing ethnic fraud and honoring the inherent sovereignty of tribal nations.
