This report outlines a model for strengthening federalist partnerships for housing low-income people living with HIV/AIDS. Drawing from the federalist theories of Paul E. Peterson and Lester M. Salamon, and based on research at the U.S. Department of Housing and Urban Development, a survey of local AIDS housing providers, and a case study of AIDS Services of Dallas, this report argues that all levels of the government must work in partnership with the private, nonprofit sector to provide affordable and appropriate housing for low-income people living with HIV/AIDS.
