This report discusses the role that community organizations have played in creating a public space for the poor and minority populations to be a part of the decision-making process. It provides examples of community organizations that have been successful at organizing people to access the decision-making process. The report also gives a history of the Industrial Area Foundation and their efforts in Texas. The report provides a case study of the Alliance School Initiative that illustrates how a network of community organizations were able to affect the decision-making process in Texas.
